Board requirement under review

Penn-Trafford Area Recreation Commission officials might change the rules to allow appointed officials and recreation board members -- not just the elected officials currently permitted -- to serve on the PTARC board.

On Monday, board members discussed changing the agreement between PTARC and the municipalities it serves. Currently, the agreement states that representatives of the communities must be elected officials.

However, Manor Mayor Dave Sturgess, who represents the borough at PTARC, was appointed to his borough position. Because he was appointed, he technically can't serve on the board.

Les Mlakar, Penn Town-ship solicitor, drafted an amendment to the agreement that would allow appointed officials and recreation board members who have been appointed by council to serve on the PTARC board.

"We think this is a good compromise," said Bruce Light, PTARC board member and Penn Township manager.

Penn Township, Manor and Trafford board representatives are expected to take the proposed change back to their council or commission. Borough officials will decide if they support the proposal.
